It depends on the situation.
There are some laws that are made to help who doesn' help who really needs it. Everybody has to pay taxes every month, every year... but the salaries continue the same. However, politicians, parliamentarians, senators, they change their salaries to gain more and more...Are they thinking about the population? Are they trying to change people lives?
I don't think so...

I believe the laws are not done for just one person, but always by a group. There are people interested in make something better for the community, but we can see that sometimes it goes against their own interests.
If there are bad men, certainly we'll have bad laws...we can't see good results in poor tree...

I think that bad men can do some bad laws, but, in the most of the time, men change a good law to a terrible weapon.
If we study the laws, we'll see that the only reason for their existence is protect the human be from each other, to avoid that we kill each other or rob each other. Laws are made only to save our rigths!
Unfourtunately, some people, who have some power, use these laws to warrant their greediness or their selfish. And, they do everything using a biased interpretation.
In sum, I think that the problem is not the law, but the man behind the law.
We have to change ourselves or live that someone do it (in my case, I choose God).
